All buildings built after 31 December 2018 will have to produce their own energy on-site, said the Industry Committee, amending the 2002 Energy Performance of Buildings Directive. MEPs also called for more public investments in energy-efficient buildings.

The Conference Board Consumer Confidence Index™, which had declined sharply in February, was flat in March. The Index now stands at 26.0 (1985=100), up from 25.3 in February. The Present Situation Index declined to 21.5 from 22.3 last month. The Expectations Index increased to 28.9 from 27.3 in February.

The weekly average rate borrowers were quoted on Zillow Mortgage Marketplace for thirty-year mortgages remained relatively steady for the second consecutive week at 5.09 percent, up slightly from 5.06 percent the week prior, according to the Zillow Mortgage Rate Monitor, compiled by leading real estate Web site Zillow.com®.

GDP growth in the developing world will slow to a projected 2.1 percent in 2009 from 5.8 percent in 2008, according to World Bank estimates. The Bank has more than halved its November 2008 projection of 4.4 percent growth in developing countries in 2009, reflecting the rapid deterioration of global financial and economic conditions.
